HKMU welcomes measure in the Policy Address to support continuing education for inmates

Hong Kong Metropolitan University (HKMU) welcomed the first Policy Address delivered by the Chief Executive today (19 October), which mentioned that more comprehensive support will be provided to inmates who aspire to pursue further studies (KPI No. 110).

The University has been providing distance-learning opportunities for inmates since 1990 to help them reintegrate into society. The University will sign a Memorandum of Understanding with the Correctional Services Department later this month, covering areas such as programme articulation, learning support and financial assistance.

HKMU President Prof. Paul Lam Kwan-sing welcomes the cooperation. "The University has upheld its mission to offer 'Education for all', providing inmates with opportunities for continuous learning and higher education," he said. "In view of the increasing number of inmates enrolled in our programmes in recent years, the University hopes that the community will provide aspiring learners in the correctional institutions with resources and financial assistance to help them complete the programmes, develop positive values and reintegrate into society after release."

Over the past three decades, HKMU has offered learning opportunities to inmates, with 1,252 students enrolled in its programmes. To date, 213 degrees were awarded to 138 students, 90% of which were conferred when students were in custody.

The various initiatives mentioned in the Policy Address to support youth education and talent training are conducive to the development of higher education in Hong Kong, helping Hong Kong to capitalize on its unique strengths and enhance its competitiveness.

Prof. Lam said he believed that specific measures relating to higher education and the development of innovation and technology will help attract and retain talent and foster the sustainable development of Hong Kong. In collaboration with the Government, HKMU will continue its efforts to provide quality education and nurture diverse talent for the country and Hong Kong.
